Official Tournament Rules & Regulations

Tournament Rules

1. FIFA Rules will be followed unless otherwise specified, see a summary of game rules at end of document.

2. We will use ball size #3 for 2018/2019, and #4 for all others, we have the option of using ball #5 if both teams are in agreement

3. Teams should be at the field 15 mins before game start

4. Game time 2 halves of 20 mins each for 2018/2019 division and 2 halves of 25 mins each for all others

5. Game clock will start on time, wait time will be 10 mins. If not able to field a team, the game will be forfeited, game will be awarded to the opponent with a score of 3-0.

6. Team not showing for a game will have a $100 penalty, payable before the next game.

7. Direct red card will have a minimum of 1 game suspension, more games can be added based on the referee’s report.

8. The league will not tolerate violent behavior, racism, verbal or physical abuse to any game officials or league personnel, from coaches, players or spectators.

9. All players must have appropriate uniforms, footwear and shinpads.

10. Shinpads are mandatory.

11. If both teams are wearing the same colors, the away team must change to a different color, bring pinnies in case they are needed.

12. Minimum number of players to start/continue the game is 3(5v5), 5 (7v7), 7 (9v9).

13. Referee fee for a 2018/2019 game is $20.00 per team.

14. Referee fee for all other divisions is $25.00 per team.

15. Referee fee must be paid at time of picking up the game sheet from the convener.

16. Teams must complete and return the game sheet to the convener.

17. Teams fielding ineligible players will lose the game with a score of 3-0, and will face a fine of $50.00.

18. Every team has the right to request proof of player’s age, the request must be made formally and in writing to the convener, including opponent team, player #, and day of game.

19.Teams must provide proof of age within 48 hours

20.To be eligible for the playoff, player must have played at least 3 regular games with the team.

21.A Player is allowed to switch teams only once during the tournament

22.Change of team requests must be done in writing and both teams must be in agreement

23.Player cannot play for the new team until the request has been approved by the league and player officially moved to the new team

24.Goals scored by a player that moved teams will not carry over to the new team.

25.A player can only play for one team in a division

26.A player can play in more than 1 team as long as they are in a different division

27.A player can only play 2 years up his age

28.Any requests/complaints must be made in writing, and sent to the league scheduling administrator’s email address scheduling.administrator@cityimpactsoccerleague.com

General Overview of Game Rules

•THE BALL – Size: #3 (2018/2019), #4 (all others) regulation ball, or #5 if both teams agree.

•NUMBER OF PLAYERS – 5v5/7v7/9v9 including goalkeeper.

•Minimum Number of Players to Start Match: 3(5v5)/ 5 (7v7) / 7 (9v9), one of whom shall be a goalkeeper. Maximum Game Roster: 14(5v5), 14 (7v7), 16 (9v9).

•FOULS AND MISCONDUCT – FIFA Rules.

•All free kicks are INDIRECT.

•Kick-ins taken from side of the field.

•Cannot score a goal directly from a kick-in; it must be touched by a second player for a goal to be awarded.

•Penalty Kicks will only be used for tie-breakers – Final/Consolation.

•PENALTY KICK to be taken from the penalty mark – 6 (5v5) / 7 (7v7) / 8 (9v9) yards from goal line. All players must be out of the penalty area.

•OFFSIDE – None.

•Playoff rules:

•Team positions will be based on the following: Goals, Goals differentials, Head-to-Head, Goal differentials in head-to-head games

•In case of a tie game in regular time, teams will go directly to penalty kicks

•3 penalty kicks per team will be taken, team with more goals wins

•If after 3 penalty kicks the teams are still tie, each team will take turns until one comes on top

•All players participating in the game are eligible to take a penalty shot

The league reserves the right to modify any of the rules found in this document.
